ADAPTUR is a research and development project for a mountain destination climate change adaptation guide, using the Aragonese Pyrenees region as a case study. The project received support from the Ministry for Ecological Transition and Demographic Challenge through the Biodiversity Foundation. The initial problem was marked by the lack of strategies to adapt tourism to climate change in the Pyrenees, particularly to support the transition of ski resorts to new products that are more resilient to the global change.
The project’s actions were developed into three main products:
» A report on the Aragonese Pyrenees region climate change and tourism policy coherence and vulnerability.
» A social agent training workshop on climate services to adapt tourism to climate change.
» A guide to adapt mountain destinations to climate change. The Aragonese Pyrenees case.
The ADAPTUR project’s main objectives are as follows:
developing an Assessment of mountain tourism climate vulnerability through a case study: the Jacetania region (Huesca).
» Carrying out a participative diagnostic exercise by means of workshops with key stakeholders from the sector.
» Defining support measures, the legal impetus, adaptation of itineraries and offers, adaptation indicators, climate services, key stakeholders, benchmarking to define new trends in the sector, etc.
» Putting together a guide for the adaptation of mountain and coastal tourism destinations to climate change. This should inform the adaptation strategies in each location.
» Defining draft planning strategies for the sector that centre around the different stakeholders involved.
» Publishing the guide to adapt mountain destinations to climate change. The Aragonese Pyrenees case. Document access:
» Sending the guide to the Government of Aragon and all public administrations, ski resorts, and tourism associations in the Aragonese Pyrenees region.
» The participation of 28 individuals in social agent training sessions on change management and adaptation to climate change.
Case study developed and implemented as a climate change adaptation measure.
The Pyrenean Climate Change Observatory, the Jacetania Region
The project has been developed by ECOUNION in collaboration with the key tourism stakeholders from the case study regions: the Jacetania Region (Huesca), winter resorts, and other mountain tourism sub-sectors in the region, OPCC, and the Government of Aragon.
Success factors:
» Involving public organisations, particularly those that work on climate change, to guide the project from the start to gear objectives and products towards the territories’ real needs.
» Evaluating the project’s results and impacts with governmental agents to guide future continuity actions that allow the initiative to be scaled within one territory or another.
Limiting factors:
There is a hermetic seal around the ski business and its openness towards a transition based on other business models.
The ADAPTUR project enjoys €33,105 of funding from the Biodiversity Foundation, part of the Ministry for Ecological Transition. The assessment should be made insomuch as knowledge transfer has impacted climate change adaptation strategy planning, which is an aspect we do not know.
The project has received support through the 2018 round of grant funding for climate change adaptation through the Biodiversity Foundation, thus contributing to the objectives of the National Climate Change Adaptation Plan (PNACC).
